I'm not saying a tuner can only be used for fine tuning, just that you need to understand what it is telling you, and that all it can do is listen to the sound you're feeding it, so you have to give it something it can work with. And if you have a difficult drum (out-of-round, warped hoop, etc) you still need to even it up before you bust out the tuner.
